About Zak

Zak is a qualified solicitor advocate offering legal services through his business, Fullbrook Law Limited. Based in Plymouth, he regularly travels to the Midlands, the South Coast, and London for his clients. He specialises exclusively in civil law, providing expert advice and strategic guidance across a range of contentious matters affecting individuals, families, and local authorities.

As a solicitor advocate, Zak holds higher rights of audience in civil proceedings. This means he is qualified to present cases and make legal submissions in the higher courts, a right ordinarily reserved for barristers. Only around 2% of solicitors hold this qualification. In practice, this gives Zak a depth of understanding of how cases are argued at the higher level, how judges approach decision-making, and what makes the difference between a strong position and a weak one.

Before entering the legal profession, Zak worked in as a sports betting trader in London, and later in construction contracts management in Devon and Cornwall. That commercial background gives him a practical, results-oriented mindset that sets him apart from many lawyers. He understands contracts, finance, risk, and negotiation not just as legal concepts but from years of working with them in fast-paced commercial environments.

Away from work, Zak is married to Lucy and they have three sons, Kit, Wilfy and Rex in addition to two dogs. Zak brings the same commitment and sense of responsibility to his clients as he does to his family.

Working with Local Authorities

Zak works closely with three local authorities, advising on a broad range of contentious matters. A significant part of this work involves advising local authorities on the legalities of their financial assessments for care fee funding, where local authorities must determine what contribution an individual should make towards the cost of their care. These assessments are complex, often disputed, and carry serious financial consequences for individuals and their families. They may involve how a complex family trust should be accounted for, how if a gift qualifies as a deprivation of assets.

This Care Act expertise extends to advising local authorities on Deferred Payment Agreements under the Care Act 2014, and how the parties can overcome difficulties relating to conflicts of interest and property irregularities.

Further, Zak deals with wider disputes that arise in the course of local government operations. As well as care fees, those disputes encompass commercial leases, commercial contracts, insolvency events and litigation, Business Rates, Council Tax, and employment matters. The breadth of this advisory work gives Zak a thorough understanding of both the legal frameworks and the practical pressures that shape how these disputes develop and how they can be resolved.

Courtroom Experience That Informs Better Advice

Zak regularly appears in the Royal Courts of Justice in London to conduct winding up petition hearings, both uncontested and contested, predominantly for local authorities. He also regularly appears in County Court on a variety of matters involving contested debt claims, possession proceedings, boundary disputes, bankruptcy, and much more.

This regular courtroom presence is central to the quality of advice Zak provides his clients. Understanding how courts approach evidence, how judges weigh competing arguments, and how procedural requirements shape outcomes allows Zak to give clients genuinely practical advice rooted in real-world experience. Most of the time, Zak will find a way to achieve his clients' goals without needing to go to the hassle and expense of litigating in court.
